Not because tanks aren't OP, but because armor hardeners aren't the issue.
Armor REPS are. Either remove armor rep stacking, or reduce the rate at which they repair. Madrugars rep through all AV damage, making swarms among other things pretty much useless.
25% reduction isn't even worth it, people will just start running 3 armor reppers now, instigating the problem even further.
The shield hardener nerf was good because most gunnlogi's (outside of particle cannons) stack 3 anyways, making them pretty much invulnerable to damage.

If they make it one hardener per vehicle, they need to buff it back to it's original resistance and decrease the active duration.

Shields active duration is short enough already, shields dont need a nerf
